Deputy Clerk

General Summary

The Deputy Township Clerk assists in the general administration of the Township Clerk’s Office, and assumes the duties of the Township Clerk in the absence of the Township Clerk or at the request of the Township Clerk. The Deputy Township Clerk is responsible for the accounts payable process, and following procedures to ensure all invoices are paid on time. The Deputy Township Clerk prepares, maintains, preserves and distributes official Township records and public information, in both written and automated formats. The Deputy Township Clerk takes, prepares, and edits the official minutes of governmental boards. The work is performed under the general supervision of the Township Clerk, in accordance with established laws, practices and procedures. The Deputy Township Clerk is responsible for tasks relating to the management and conduct of elections. This position is directly responsible for coordinating internal election preparation, maintaining the integrity of voter registration information and programs, creating and managing Township election procedures, and providing support and training for local election workers. Does related work as required. Position is part to full time Monday – Thursday 8:30am – 4:30pm (evening and weekend availability as needed).

Requirements

  • High School Diploma
  • Associates / Bachelor’s Degree in public administration or business administration (preferred)
  • Three years’ experience as a Deputy Clerk or closely related position (preferred)
  • Background in Township procedures, ordinances, and election processes
  • Good interpersonal skills
  • Ability to maintain strict confidentiality
  • Able to take direction and work independently with little or no supervision
  • Proficient in Microsoft Office and Qualified Voter File (QVF)
  • Knowledge of BS&A Software (preferred)
  • General Ledger / Accounts Payable experience is a must

Essential Functions

  • Maintains Document files along with record retention and destruction schedules
  • Serves as Executive Secretary to the Township Clerk
  • In the absence of the Clerk, attends meetings and reports to the Clerk; administers oaths of office, acts as liaison to all departments when necessary, and performs other functions as delegated by the Clerk
  • Efficient with the task of taking / compiling Board of Trustee monthly meeting minutes with understanding of Roberts Rules of Order
  • Understands Freedom of Information Act (FOIA) requests
  • Assist on all election activities including candidate activities, nominating petitions and voter information requests, post-election activities, reporting and auditing
  • Keeps abreast of changes in election laws and procedures
  • Maintains the integrity of voter registration information and Qualified Voter Files (QVF). Processes incoming voter registrations by reviewing them for accuracy and matching information with county property records for compliance with addressing requirements
  • Keeps up the general ledger to ensure accurate reporting for budgeting purposes
  • Accounts payable for all Township invoices
